Rayleigh Centre Area Action Plan Adopted 20 October 2015

The Rayleigh Centre Area Action Plan will be used to guide appropriate development within the centre of Rayleigh and direct future public and private investment in the town.

Rayleigh Centre Area Action Plan Adopted

The Rayleigh Centre Area Action Plan was formally adopted by the Council on 20 October 2015 following confirmation from the Planning Inspector conducting the examination that the Plan was sound and legally compliant. The Rayleigh Centre Area Action Plan sets out the Council’s vision for Rayleigh centre and includes policies for managing development and protecting the character of the town centre. Examination

The Rayleigh Area Action Plan Submission Document (December 2014) was submitted to the Government for independent examination on 5 December 2014. The Plan was examined by a Planning Inspector appointed by the Secretary of State. The Programme Officer for the examination was Kay Tinson.

Submission Document

The Rayleigh Area Action Plan Submission Document sets out proposed policies for managing and guiding development within Rayleigh town centre. This document was consulted on between 22 January and 5 March 2014.

The Submission Document and the Sustainability Appraisal, which assesses the environmental, economic and social implications of the plan, are available to download from the table below:

Following consultation, the Submission Document, results of community involvement and other evidence will be submitted to the Secretary of State for independent examination.

Proposed Submission Document – informal consultation

The proposed submission version of the Rayleigh Area Action Plan sets out the policies that the Council consider appropriate to be taken forward to the next stage (the Submission Document). This was an informal consultation which was prepared taking into account responses to previous consultations.

This document was consulted on between 13 June and 8 August 2013. Two drop-in events where local residents could view the draft final plans and talk to planning policy staff were held on 26 June (market day) from 9am-1:30pm in the High Street and 3 July from 5:30pm-8:30pm at Rayleigh Civic Suite.

Questionnaires were available in the following places; Council Offices, Rayleigh library, online or by post (on request).

In addition, an exhibition for the Rayleigh Area Action Plan took place from 2pm on 15 January to 29 January 2013 in the foyer of Rayleigh Library. The exhibition was an additional stage of public consultation which sought to update residents on the most recent options and thoughts in respect of Rayleigh town centre. It also gave members of the public an opportunity to see, and comment on the progress of the Council’s plan for Rayleigh town centre. Issues and Options Document

Following initial consultation, including a Placecheck event and online consultation, the Council produced a discussion and consultation draft (the 'Issues and Options' stage) of the Area Action Plan for Rayleigh. This examined the issues and opportunities for the centre of Rayleigh, and suggested potential ways to address these.

The Rayleigh Area Action Plan Issues and Options Document was consulted on between 5 November 2009 and 5pm on 30 January 2010.

The Issues and Options Document and the Draft Sustainability Appraisal of the Plan (which assesses the potential environmental, economic and social impacts of the options), can also be downloaded from the table below:
