Council Tax Energy Rebate

The Government announced in February that an Energy Bill Rebate will be provided to households in England from April 2022 to help protect residents from rising energy costs. This includes a one-off payment of £150 to most households in Council Tax bands A-D.

If you don't know which band your property is in Check your council tax band online - GOV.UK or check your 2022/23 Council Tax bill.

Eligibility 

To qualify, the property must be occupied and fall into bands A-D as at 1st April 2022 or be charged at band D following the award of a disabled persons banding reduction.

Those receiving Council Tax Support or a full exemption under exemption classes of N (Student), S (persons under 18), U (Severe Mental Impairment) or W (Elderly relative resident in an Annexe) on 1 April 2022 will still qualify.

A corporate body, local authority, or other body such as a housing association, government or government body (This list is not exhaustive) will not be eligible.

Second homes (a furnished property that is not someone’s sole or main residence) and unoccupied properties (a substantially unfurnished property that is not the sole or main residence of any individual) will not be eligible. 

When will I receive this payment?

The vast majority of Direct Debit payers received payment into their bank account on 6th May 2022.

Due to government guidance on how we should administer the scheme, there were a small number Direct Debit payers who we could not pay automatically if their Direct Debit is paid by a third party or their bank account name does not match the name we hold liable for Council Tax. We have contacted all of those affected.

We are paying an additional 237 residents on 23rd May 2022, including some of those who we could not pay in our first payment run due to the above and some who have only recently set up a Direct Debit. 

If you do not pay by direct debit:

We now have the software in place to issue payment to residents who don't pay by Direct Debit and are currently testing this.

We will start writing to residents next week to invite them to apply for the rebate online. Please do not contact us, the letter will explain how you can apply. 

Households not covered by the main scheme

There will also be a discretionary scheme for vulnerable households in bands E-H that are not eligible for the main scheme.

We have been allocated limited funding for this by the Government and we are currently working out how best to direct this to those in greatest need.

We will publish the eligibility criteria for this scheme in due course along with details of how to apply.

The closing date of discretionary scheme is 30 November 2022, and all payments must be made by this date.

Please do not contact us in the meantime to ask if you will be eligible because we will be unable to help you until the scheme is published.

Repayment of any award

Where Council Tax records are retrospectively updated as at 1st April 2022, thereby rendering the rebate invalid, we will ask for the rebate to be repaid.

If your circumstances have changed and we have not already been notified, please do so immediately.
