The much-anticipated installation of solar panels and roof repairs at Clements Hall Leisure Centre has been successfully completed, marking a significant step toward greater energy efficiency and sustainability for the Centre.
The project was made possible thanks to funding from the Government’s Swimming Pool Support Fund (SPSF), administered by Sport England, alongside an additional investment from Rochford District Council to ensure the longevity of the roof structure.
Rochford District Council was awarded £424,993 from the SPSF to fund the photovoltaic (PV) panels and pool covers at Clements Hall Leisure Centre. The Council also approved an investment of £300,000 from its Investment Reserve to carry out essential roof repairs, ensuring the roof’s lifespan exceeds that of the new solar panels.
By combining the roof repairs and solar panel installation into a single project, the Council minimised disruption to leisure centre users while also achieving better value through economies of scale.
The works included:
- A new covering for the Sports Hall roof, including boards and a felt system.
- Replacement of the roof membrane above the main entrance and café.
- Overboarding, insulating, and felting the roof above the squash courts.
The newly installed solar panels will significantly offset the leisure centre’s electrical demand, particularly during the summer months, reducing operational costs and supporting the Council’s commitment to sustainability to its assets.

Clements Hall Leisure Centre was one of 325 swimming pools and leisure centres across England that have benefited from the £60.5 million Phase II of the Swimming Pool Support Fund, which aims to improve energy efficiency and help keep running costs down.
