On Tuesday 16 September, at an Extraordinary Council meeting, councillors backed a proposal to support Best4Essex as the Council’s response to the Government’s Local Government Reorganisation. This proposal would see Rochford become part of a new authority with Brentwood, Maldon and Chelmsford.
This decision on Local Government Reorganisation followed the Government’s Devolution White Paper, in which they set out to replace the current ‘two-tier’ system of local government with ‘single-tier’ unitary authorities.
The Government invited Essex authorities to produce proposals for how larger all-purpose unitary councils could improve the delivery of essential public services across the county.
There are four formal business cases being considered for submission to Government across Greater Essex, which propose:
- A four-unitary council, proposed by Rochford District Council, where Rochford would form a new authority with Brentwood, Maldon and Chelmsford.
- A five unitary councils proposal where Rochford district would join Southend and Castle Point.
- A three unitary councils proposal where Rochford district could join Southend, Castle Point, Basildon and Thurrock.
- A four unitary council proposal where Rochford district could join Basildon, Southend and Castle Point.
The final plans are required to be submitted to the Ministry of Housing, Communities and Local Government by 26 September 2025. The Government is expected to consult on the proposals later in the year, with final decisions anticipated in the spring of 2026.

This is the only option that delivers certainty, sustainability and ambition for every part of our county.“
