Outputs from last meeting & Position Paper

CT explained that the draft Position Paper was produced using the outputs from each of the meetings the Panel had held.

The draft paper reflects the wide range of views held by elected Members, detailing where the Workstream has built a consensus and highlighting where differing views have been articulated.

It was noted that further market research and in-person stakeholder engagement will be undertaken to produce the Outline Business Case (OBC).  It was agreed the panel will continue to meet as the Outline Business Case develops.

Section 2: It was agreed the paper should include reference to any scheme put forward in response to the outcome of this Workstream not including residential units or commercial units and parking capacity will remain as at present.

Section 5: Should also include reference to the need for further market analysis being carried out.

Section 6: The previously agreed wording regarding exploring funding options would be included.

Action: MHW to amend statement and position paper accordingly.

Members were reminded the position paper is not a formal Council decision and that refurbishment and new build options will be considered within the OBC.

Subject to the agreed amendments the paper and press release would be issued today (25 March 2022).

Note 34/22

Communication and engagement

The position paper and press release shall be amended post meeting and published later in the day.

Note 35/22

Next meeting

The meeting scheduled for 1 April 2022 shall be cancelled.

A new series of meetings will be created to progress the work of the Outline Business Case.

Cllr Wootton provided personal thanks to everyone in the creation of the paper.
