Planning

What is ‘Planning’?

Planning is about the management of competing uses for space in our towns and in the countryside and making places that are valued and have identity.

Rochford District Council is the Local Planning Authority for the area, meaning that it is responsible for considering planning applications for new development in the District, for taking appropriate action where planning permission has not been granted for a project, and for setting the policy framework against which planning applications are judged.

Planning Research Service

The Council’s planning team provide a research service of our planning records. Written advice will be provided regarding the planning history of sites or interpretations of the permissions and conditions. The fee is £66 inc VAT which would cover the cost of the vast majority of requests, the more complicated enquires will incur an additional fee of £66 inc VAT per hour.

Planning Applications

Planning Portal logo. The planning applications team deals with planning applications and planning appeals, and provides advice and guidance on development proposals.

Pre-application advice is offered on your development proposals, to take advantage of this service you are required to submit a pre – application submission as explained on this link below:

A Duty Planning Officer is available to provide brief advice and answer generic questions about planning procedures and processes which the Customer Service Team are unable to answer

A Duty Planning Officer will be available at the following times:

Monday       08.30 – 13.00
Tuesday      08.30 – 13.00
Wednesday Not available
Thursday     08.30 – 13.00
Friday         13.00 – 17.00

At all times a member of Customer Service Team may be able to assist you with your planning enquiry, to achieve a quicker response.

Outside of these hours a member of Customer Service Team may be able to assist you with your planning enquiry including directing you to information held on our website.

Please note that applications for the development of facilities for waste or minerals are dealt with by Essex County Council, but if you are not sure whether your proposal falls into one of these categories, we can advise.

Fast Track Validation Service

This is a pre-application checking service. A fast tracking service aimed at avoiding delays to the development process. It can only be used where planning permission is required. It is not a service to check if permission is needed in the first place. Instead it speeds up the validation of planning applications. The checking service aims to provide a response in two working days after the day we receive your application.

Pre-Application Advice

Rochford District Council is committed to providing an efficient and effective planning service, which meets government performance targets. We recognise the value of pre-application discussions and consider this to be an important aspect of the planning process. Some large and more complex planning applications would most appropriately be dealt with through a Planning Performance Agreement.

Planning Enforcement

The intention is to ensure that building works or activities which damage the appearance and character of the district and/or impact adversely on the lives of our residents are controlled, as well as ensuring that development schemes are implemented as intended in the planning consent.

Planning Policy

An image of some rolled up plans. The Planning Policy Team prepares the policies and guidance which planning applications are assessed against.

The team have prepared a number of planning policy documents which form part of the development plan for the District, including the Core Strategy, Allocations Plan and Development Management Plan.

Building Control
