Expression of Interest
Pavilion at Clements Hall Recreation Ground, Clements Hall Way, Hawkwell, Essex
Expressions of interest are being sought from constituted organisations with charitable purposes; local service providers, not for profit organisations, voluntary or community groups, sports organisations, charities or other partners who would benefit from occupying and managing the pavilion (edged red on the map near the bottom of this page) and operating it in a way that would benefit the wider community.
The building is a single storey, solid brick work construction under flat roof, originally a sports pavilion with changing rooms, washrooms, social room and storage facilities. Vehicular access is via Park Gardens, viewing by appointment.
Terms of the lease are negotiable, subject to the Council’s Lease Policy (2018 Amended) and the Council’s Disposal Framework (2018), with peppercorn rent available to organisations who deliver local community benefits.;
Any submission must provide the following information:
- Detail the objectives of the organisation
- A Development Plan for the activities to be carried out from the site to include community benefits
- Financial standing and evidence of sustainability
- Proposed lease terms
- Insurance documentation
- Health & Safety Policy
- Safeguarding Policy
Evaluation process: Numbers 1,2,3 and 4 are scored criteria with a maximum of 5 marks each. Numbers 5, 6 and 7 are pass / fail criteria.

The Council is currently seeking expressions of interest only and there is no commitment on any party to move any proposal forward, and the council may cease the process at any point. Any submissions are done so at the proposer's risk, and the council will accept no responsibility for any expense incurred.
