The Rochford District Replacement Local
Plan which has now been adopted by the Council following more than
three years of preparation, which included extensive public consultation,
and much hard work by both Members and Officers alike. It will be
part of the statutory development plan from 16th June 2006 until 15th
June 2009. The development plan contains the policies against which
planning applications are assessed.
The Replacement Local Plan provides a good basis for working on the
new Local Development Framework (LDF). It expands the range of policy
issues to cover new aspects of the constantly evolving development
scene, including environmental and social issues that are at the forefront
of our concerns today. As the Local Development Framework evolves,
the Local Plan will be gradually replaced. The valid parts of the
Local Plan that are carried forward beyond the 15th June 2009, will
be detailed on the website and within LDF documents.
The main challenge facing the District is to balance the protection
of the Green Belt against the identified need to provide new land
for housing and for industrial development. People need houses to
live in and industry is responsible for generating much of the wealth
on which our prosperity is based; neither issue can be avoided. |
The Council believes
that the Local Plan succeeds in presenting a proper balance between
the different competing needs of the District, but in particular,
through the application of Green Belt policies, will ensure the
protection of the countryside in the District.
The preparation of an interactive local plan is a first for the
Council. It will make the plan more accessible and user-friendly.
