Planning Policy
The Planning Policy team is responsible for preparing the
planning policies against which planning applications are assessed.
At present there are two processes underway. These are:
Local Development Framework
The Council has to prepare a Local Development Framework (LDF)
as part of the requirements of the Planning & Compulsory
Purchase Act 2004. The LDF is made up of a number documents
including a Local Development Scheme (the LDS is a project plan), a
Statement of Community Involvement (SCI) and various development
plan documents (DPDs), including a Core Strategy amongst
others.
The adopted Replacement Local Plan 2006, which is the
statutory development plan that will be replaced by the Local
Development Framework, was due to expire on the 16th June 2009. The
majority of these policies have been saved by the Secretary of
State until they are superseded by policies in the Local
Development Framework. Further information on the saved Local Plan

Supplementary Planning Documents (SPDs) will also be
produced as part of this process. The link below will take you to a
page that provides access to the various parts of the LDF and a
link to the evidence base that the Council is preparing as part of

Local Plans
Under the old planning system, the Council was required to
prepare a district-wide Local Plan. A local plan was first
completed in 1988 and revised in 1995. The current plan - the
Rochford District Replacement Local Plan - was adopted on 16th June
2006. The Local Plan for the district sets out policies against
which all planning applications are assessed. Links to the various
