Background to the JAAP

Southend Borough Council and Rochford District Council are preparing a Joint Area Action Plan to respond to the challenges and opportunities offered by London Southend Airport, and proposed employment cluster.

Area Action Plans are a new style of planning document targeted at areas of significant change or conservation.

The JAAP will provide the basis for coordinating the actions of a range of partners with an interest in the London Southend Airport and environs and establish planning policies until 2021. It will:

  • Manage growth and change in the area by establishing development and design principles
  • Ensure the protection of areas and places sensitive to change
  • Direct investment and form the basis for regeneration in the area
  • Be deliverable

Rochford and Southend Borough Council produced an 'Issues and Options' Report which sets out the initial analysis and possible spatial plans for the development of the area in the period to 2021.

Following extensive consultation, a 'Preferred Options' version of the plan was published in early 2009, which sets out the vision for the future of the airport and the linked employment land and provides details of the policy framework that will be required to deliver the vision.

The feedback received from this consultation is being analysed and will play an important role in the preparation of the final version of the JAAP.

It is anticipated that the next ‘submission’ version of the JAAP will be published in early 2010.

Full details of all the responses to the issues and options and preferred options consultations can be viewed through our online consultation system.  Follow the link at the bottom of this page.
