Core Strategy Submission Document
The consultation period for the Core Strategy Submission
Document ended on 2nd November 2009.
Rochford's Core Strategy is the main, overarching document of the
Rochford District Local Development Framework - a collection of
documents that will determine how the District develops in the
future. It sets out the overall strategy for the District until
2025.
The Core Strategy has to go through a number of stages prior to its
adoption. The latest version of the Core Strategy prepared by the
Council is the Core Strategy Submission Document.
The Submission Document is the culmination of public participation
in, and appraisal of, the Core Strategy Issues and Options, the
Core Strategy Preferred Options, and the Core Strategy Revised
Preferred Options.
All comments received during previous public consultations have
been reviewed and taken into account and have shaped the document;
the Core Strategy Submission Document.
The Submission Document has been subject to a formal, six-week
public consultation period, which took place between 21st September
and 2nd November 2009. Following this consultation period, the
document, together with all the responses received will be sent to
a Government Planning Inspector. The Planning Inspectorate will
then be required to determine whether or not the Core Strategy is
sound and legally compliant.
As such, the Council advised that those who wished to comment
during this consultation period focused their response on the
issues of soundness and legal compliance.
Criteria falling under the "Soundness" umbrella include:
- Is the document justified? (for example, does it have a robust
and credible evidence base; does it provide the most appropriate
strategy when considered against reasonable alternatives.?)
- Is the document effective? (for example, is it deliverable,
flexible and able to be monitored?
- Is it consistent with national policy?
Criteria falling under the "Legal Compliance" umbrella include:
- Is the document in the Local Development Scheme?
- Does the document comply with the Statement of Community
Involvement?
- Does the document conform generally to the Regional Spatial
Strategy and national policy?
Representations which have been submitted to the Council that do
not relate to soundness or legal compliance will still be passed on
to the Planning Inspectorate but they are unlikely to be as
effective.
Responses will be most effective where respondents both:
a) clarify whether their response refers to soundness or legal
compliance; and b) if the respondent believes the plan is unsound,
state whether this is because it is not justified, effective or
consistent with national policy.
Respondents have had the opportunity to explain in detail why they
think this is the case and what changes they think should be made
to make the document sound / legally compliant.

Submission of the representations, Submission Document, and other
evidence to the Planning Inspectorate will be followed by an
examination in public of the Core Strategy.
