Dog Fouling and The Law
The Dogs (Fouling on land) Act 1996 allows a Local Authority to
designate part or all of the open land in its area to which the
public have access. Rochford District Council has designated all of
its land within the District, and has put up appropriate signage
stating that dog fouling in these areas is an offence.
If a dog fouls any footpath, highway, verge or other open space
to which the public has access the person in charge of the dog must
clean up after it. Whoever is with the dog is responsible, even if
they are not the owner.
Any person/s found not to clean up after their dog can receive a
fine of up to £1,000.
Please ensure that you clean up after your dog. If you have dog
waste bins within your dog walking route, then please use them.
Alternatively clean up your dog waste and take it home with you to
dispose of into your household waste wheeled bin.
Dog Control orders
From the 11th August 2008 Rochford District Council will have
the powers in place to issue Fixed Penalty Notices for Dog Related
Offences. Please see the related documents below for more

What do I do if I see a repeated offender?
If you spot someone who is repeatedly not cleaning up after
their dog, please record as much information as possible,
including:
Date and time
Location
Person's details
Dog's details
Vehicle registration (if appropriate)
