Head of Planning and Transportation

Shaun Scrutton
Shaun Scrutton, the Head of Planning and Transportation has been
in post since 2000. As Chief Planning Officer, he is responsible
for providing clear professional and technical advice to the
Council on all planning matters, and on economic development and
transportation and parking issues.
Specific responsibilities on the planning side
of the service include:
The preparation of a number of planning policy
documents, including the Rochford Core Strategy. The determination
of a range of delegated planning applications and advising the
Development Committee on more controversial applications.
Investigating and taking decisions about any breaks of planning
control i.e. where, for example, works have been carried out
without planning consent. Delivering a Building Control service for
the district, that is ensuring that new buildings, alterations to
dwellings and so on are built to the required standards.
For economic development, responsibilities
include:
Preparation and implementation of an economic
development strategy, providing advice to businesses, promotion of
a low carbon economy, and various special projects and initiatives
including Shop at my Local.
For transportation, responsibilities
include:
Transportation policy as it affects Rochford
Council. Licencing taxis and private hire vehicles and drivers
operating in the district. Management of the Council's car parks.
Parking enforcement, both on-street and off-street. Issue of bus
passes under the concessionary travel scheme.
