Section 11 of the Children Act (2004), places a duty to make
“arrangements to safeguard and promote welfare” on a range of
agencies, including District Council’s.
This includes making arrangements so the Council safeguards and
promotes the welfare of young children.
Safeguarding is:
protecting children from maltreatment
preventing impairment of children’s health or development
ensuring that children are growing up in safe and
effective care
undertaking that role so those children have optimum life
chances and enter adulthood successfully
