Licence fees are either set by regulations made under specific Acts of Parliament or, where there this is not the case, by local authorities.
Where fees are set by local authorities they are generally set at a rate for the Council to recover its costs in processing applications, issuing licences and enforcing the law in respect of them. Councils may review the licence fees they set in order to continue recovering their costs.
Licence fees are set by regulations in respect of applications made under the Licensing Act 2003 and for permits and registrations under the Gambling Act 2005.
All other fees for applications and issues of licences, permits or registration certificates are set by the Council and are, generally, increased in line with inflation at the start of each financial year.
