Registration
Rochford District Council has made Byelaws under the Local
Government (Miscellaneous Provisions) Act 1982 relating to: -
- Acupuncture
- Tattooing
- Semi-permanent Skin Colouring
- Cosmetic Piercing
- Electrolysis
To carry out these activities, both the premises and the person
carrying out the piercing must be registered. Person includes
companies, firms, partnerships, sole traders etc.
When registered, the byelaws must be followed. These include
requirements on securing the cleanliness of the operators, premises
and fittings, and the cleansing and sterilisation of instruments.
The purpose of these requirements is to prevent the client from
contracting infections.
There is a one off registration fee covering both premises and
'person'.
When an application is received, the premises are inspected by a
Council Officer to ensure compliance with the byelaws.
All registered premises are inspected on a risk based, rolling
programme.
It is an offence to carry out acupuncture, tattooing,
Semi-permanent Skin Colouring, Cosmetic Piercing and electrolysis
in the Rochford District area without being registered, punishable
by a fine up to £1000.
