Health and Safety
We are committed to ensure that health and safety at work
standards are maintained throughout the district, in premises for
which Rochford District Council are the Enforcing Authority. This
is to protect employees, the self-employed and members of the
public.
Rochford District Council's Commercial Regulation Unit, are
responsible for enforcing health and safety law in approximately
1100 premises. Businesses regulated by the Council include those
where the public are more likely to enter such as shops, pubs,
consumer services and leisure facilities, as well as a range of
other premises from offices to warehouses. Other premises such as
factories, farms and construction sites are regulated by the Health
and Safety Executive.
Resources are targeted at the high risk premises and areas of
known risk in accordance with the Health and Safety Executive’s
(HSE) new strategy ‘The Health and Safety of Great Britain: Be Part
of the Solution.
Our Aims
To ensure that the highest health and safety standards are
maintained throughout the District, protecting employees, the
self-employed and the public through a combination of education and
enforcement.
How We Do This
- Establish and maintain an up to date database of all premises
in the district for which the Council is the health & safety
Enforcing Authority.
- Inspect all high and intermediate risk premises for which the
Council is the Enforcing Authority on a risk based, rolling
programme in accordance with the Health and Safety Commissions
priority topics, taking enforcement action as necessary.
- Target lower risk premises by means of a self-inspection
questionnaire.
- Carry out visits and inspections to premises as necessary
within the planned period, including revisits and investigative
visits. · Investigate and resolve all serious health & safety
complaints.
- Provide advice and assistance to businesses, employees and
customers on health & safety related issues. · Receive and act
as appropriate for all notifications of accidents, dangerous
occurrences and cases of occupational ill health.
- Register notifications of cooling towers and evaporative
condensers.
- Investigate reports from engineers relating to the examination
of lifting gear, pressure vessels etc. and take appropriate
action.
- Receive and act as appropriate for all notifications of work
with asbestos.
- Act as Statutory Consultee in relation to licences/certificates
under the Licensing Act 2003. · Facilitate health & safety
promotional and educational activities, by independent
organisations
- Comment on proposed health & safety legislation, codes of
practice, guidance and other official documents as necessary and as
requested.
- Promote and enforce as necessary the provisions contained
within the Health Act 2006 relating to smokefree workplaces and
vehicles
